Detailed description of the project: 

The overall aim of this assignment was to support the Albanian Government in strengthening its Public Investment Management (PIM) system, particularly through the operationalization of the National Single Project Pipeline (NSPP).

As a strategic tool, the NSPP helps prioritize and coordinate public investments in alignment with national development strategies and budget planning processes. Recent regulatory reforms, including the adoption of DCM no. 887, enhance the legal and procedural framework for evaluating and approving strategic investment projects while promoting gender equality and environmental sustainability. To ensure effective implementation, continuous capacity building of public administration staff is necessary. This includes revising outdated training curricula, developing a new Training of Trainers (ToT) program, and building a sustainable pool of qualified experts. These efforts, supported by the World Bank, aim to improve project quality, compliance with strategic priorities, and efficient resource allocation across all ministries.

The specific objectives are:

  1. To prepare a core group of trainers that will provide training and assistance to the line ministries for preparation of public investment projects based on new PIM procedures
  2. To provide training and direct coaching to line ministries and other central agencies staff for implementation of the new PIM procedures equipping them with the required skills to prepare qualitative public investment project proposals.
